अर्थव्यवस्था कमकुवत होण्यामागे विरोधक नव्हे तर सरकारचा निष्काळजीपणा माजी पंतप्रधान मनमोहन सिंग यांचा अर्थमंत्र्यांवर पलटवार

अर्थव्यवस्था सुधारण्यासाठी योग्य त्या उपाय-योजना करणे गरजे आहे. मात्र सरकारकडून फक्त विरोधकांवर टीका करण्यात येत असल्याने त्यांना अर्थव्यवस्था सुधारण्यासाठी उपाय सापडत नसल्याची पलटवार माजी पंतप्रधान मनमोहन सिंग यांनी अर्थमंत्री निर्मला सीतारामण यांच्यावर केला.
केंद्रीय अर्थमंत्री निर्मला सीतारामण सध्या अमेरिकेच्या दौऱ्यावर असून त्यांनी देशाच्या सध्याच्या आर्थिक परिस्थितीस माजी पंतप्रधान मनमोहन सिंग आणि रिझर्व्ह बँकेचे माजी गर्व्हनर रघुराम राजन यांना जबाबदार धरत त्यांच्या कारभारावर टीका केली. नेमका याच टीकेचा धागा पकडत मनमोहन सिंग यांनी सीतारामण यांच्या टीकेला प्रत्तितुर दिले.
तसेच अर्थव्यवस्था कमकुवत होण्यासाठी सरकारचा निष्काळजीपणा आणि असमर्थता कारणीभूत असल्याचे सांगत याचा फटका अनेक राज्यांना आणि खासकरुन महाराष्ट्राला बसत असल्याचं त्यांनी सांगितले. ते मुंबईत आयोजित पत्रकार परिषदेत ते बोलत होते.
अर्थव्यवस्था मंदावली असल्याकारणाने महाराष्ट्रासह अनेक राज्यांना समस्यांचा सामना करवा लागत असून, मागणीमध्ये मोठ्या प्रमाणात घट झाली आहे. भाजपाने ज्या आधारावर लोकांकडून मतं मागितली होती, ते मुद्दे अपयशी ठरले आहेत. अर्थव्यवस्था मंदावल्याचा फटका महाराष्ट्राला सर्वात जास्त बसला असून महाराष्ट्रातील उत्पादन वाढ सलग चौथ्या वर्षी खालच्या स्तरावर असल्याचे त्यांनी सांगितले.
महाराष्ट्रात अनेक संधी उपलब्ध असून सरकारच्या नाकर्तेपणामुळे अनेक तरुणांना कमी पगाराच्या नोकऱ्या कराव्या लागत असल्याची टीकाही त्यांनी केली.
मनमोहन सिंग यांनी राज्यातील वाढत्या शेतकऱ्यांच्या आत्महत्येवरुनही केंद्र सरकारवर टीका केली. एकेकाळी महाराष्ट्र गुंतवणुकीच्या बाबतीत पहिल्या क्रमांकावर होता. पण आता शेतकऱ्यांच्या आत्महत्येच्या बाबतीत पहिल्या क्रमांकावर आहे. रोजगार निर्मिती करायची असेल तर सरकारला अर्थव्यवस्था बळकट करण्याशिवाय पर्याय नाही. सरकारने व्यवसाय आणि उद्योगांना प्रोत्साहन देणं गरजेचं असल्याचे मतही त्यांनी यावेळी व्यक्त केले.
यावेळी मनमोहन सिंग यांनी पीएमसी बँक खातेधारकांची भेट घेतली. जे काही झालं ते दुर्दैवी असल्याची प्रतिक्रिया त्यांनी दिली. “पीएमसी बँकेसोबत जे काही झालं ते दुर्दैवी आहे. मी महाराष्ट्राचे मुख्यमंत्री, केंद्रीय अर्थमंत्री आणि पंतप्रधानांना या प्रकरणात लक्ष घालण्याची विनंती करतो. काहीजणांचा धक्क्याने मृत्यू झाल्याचं मला कळलं आहे. त्यांचं म्हणणं तात्काळ ऐकून घेतलं पाहिजे अशी मागणीही त्यांनी यावेळी केली.
हे प्रकरण न्यायप्रविष्ट असल्याची मला कल्पना आहे, त्यामुळे यावर जास्त भाष्य करणार नाही. पण हा मुद्दा सोडवण्यासाठी महाराष्ट्र तसंच केंद्र सरकार आणि आरबीआयने एकत्र आलं पाहिजे असं मला वाटतं असेही ते म्हणाले.

Friends, it is my honour to be here in Mumbai, India’s finanancial capital. Mumbai carries great history and a promise forthe future. It was here that the Indian National Congress was formed. It was from Mumbai that Bapu launched the “Quit India” movement. “Bombay Plan”, a roadmap for Indian economy for many years, got its name from this city. Mumbai accounts for nearly one-third of India’s direct tax collections. It is a true cosmopolitan hub and home to the Hindi and Marathi film industries. It is India’s city of dreams. Sadly, the present slowdown and the government’s apathy and incapability are acting the future and aspirations of millions. The much advertised “double engine” model of governance on which the BJP seeks votes has utterly failed. Mumbai and Maharashtra have had to face some of the worste effects of the economic slowdown. Manufacturing growth rate of Maharashtra has been declining for four consecutive years. Maharashtra has witnessed one of the highest factory shutdowns in the past veyears. The industrial slowdown has been met with rising imports from China. In the last five years, imports from China have risen by more than Rs. 1,22,000 crore. Chemicals, fertilisers, electronic goods, and automobiles, products manufactured in Maharashtra, have seen rising imports fromour neighbouring country.
I was told of the gloom prevailing in the auto-hub of Pune, India’s largest auto-manufacturing center. Similar problems area effecting Nashik, Aurangabad, Nagpur, and Amravati whichwere once vibrant industrial centres. As demand and production have contracted due to economic mismanagement,business sentiments are down across the state and many firms face closure. The industrial slowdown is coming in India’s way to optimally utilise its demographic dividend. Only in the recentpast, Maharashtra attracted talent from around the country. Today there is a dearth of opportunities in the state. In urban areas, every third young person is jobless. Educated individuals have to face a higher rate of unemployment. It is thus no surprise that many of our youngmen and women are taking up low paying jobs. Investors are shifting to other states. The distress pervading our rural areas will only add to the unemployment problem as migration increases. Maharashtra used to be number one in attracting investments. Today it is a leader in farmer suicide. Despite the promises of doubling farmer incomes, the rural areas of Maharashtra are witnessing nothing short of a crisis. Caught between low incomes and high debt trap, the suicide rate has doubled.
The obsession with low infleation is in cicting misery of our farmers. The central government’s import-export policy are hurting farmers. As water shortages compound, the situation will become grimmer if not addressed soon. People from Maharashtra area lready grappling with low availability of clean drinking water and are resorting to digging up dried river beds.While we cannot control the vagaries of nature, we canensure the mitigation of the damage if we are economically sound. Unfortunately, the BJP governments, both at the Centre and at Maharashtra, have been unwilling to adopt people-oriented policies. Maharashtra levies the highest VAT on petroleum products. The high VAT coupled with Modi government’s decision to levy excessive excise taxes has punished the people despite low international crude prices. During my time as the Prime Minister, I had the privilege to work with many leaders from Maharashtra. I found that they were all committed to delivering good governance to people of Maharashtra. The Bandra-Worli sea link is one example of the many spectacular works Congress could ensure. At a time of agri-distress, we delivered an effective loan waiver and ensured rural growth.
I can say without a doubt that the state will progress much better under the leadership of Congress-NCP. A lot of problems facing Maharashtra today are man-made and the solutions lie in policies which are inclusive and welfare-oriented. It is my sincere belief that we need to go back to these time-tested measures if are to ensure gainful employment, farmer welfare, and a better standard of living for all.
